Operations Menu - Payment - Create Withholding Rows

This function is intended for use in Argentina, where the responsibility for the collection of some of the input VAT lies with the recipient of Purchase Invoices. This is done by paying a proportion of the Invoice amount directly to the authorities. This function is used to create a separate Payment record for that proportion.
