It is in the Technics module, so to work with it from a client you must make sure you are the only user logged into the system, and you should be logged in as a system administrator with access to the Technics module as described towards the end of the Access Groups page. You may also be able to work in the server database itself using the GUI (client) application. To open the Program Mode register, first use the [Switch Module] button in the Navigation Centre or the Ctrl-0/⌘-0 keyboard shortcut to go into the Technics module, then click the [Registers] button, also in the Navigation Centre.
